After Hurricane Ida hit New Orleans in 2021, Kirt Talamo, a fourth-generation Louisianan, decided it was time to go. He sold his flooded home, purchased his grandmother’s former house on New Orleans’ west bank, which hadn’t flooded, and moved in. It felt good to be back within its familiar walls, but his mind was on the future. “My other house wasn’t supposed to flood, and now insurance costs are going through the roof; it’s bad,” he told us. “I wanted to keep my grandma’s place in the family, but I don’t know how much longer I can stay. Heavy downpours and a thick snowpack in the Western mountains and Upper Midwest have put communities in several states at risk of flooding this spring – or already under water. Flooding is the costliest type of natural disaster in the U.S., responsible for about 90% of the damage from natural disasters each year. It happens almost every day somewhere in the country. Yet, much of the aging infrastructure meant to protect U.S. communities is in bad shape and, in some cases, failing. To get a sense of the enormous amount of water atmospheric rivers dumped on the Western U.S. this year and the magnitude of the flood risk ahead, take a look at California’s Central Valley, where about a quarter of the nation’s food is grown. This region was once home to the largest freshwater lake west of the Rockies. But the rivers that fed Tulare Lake were dammed and diverted long ago, leaving it nearly dry by 1920. Farmers have been growing food on the fertile lake bed for decades. This year, however, Tulare Lake is remerging. Runoff and snowmelt from the Sierra Nevada have overwhelmed waterways and flooded farms and orchards. When a powerful storm flooded neighborhoods in Fort Lauderdale, Florida, in April with what preliminary reports show was 25 inches of rain in 24 hours, few people were prepared. Even hurricanes rarely drop that much rain in one area that fast. Residents could do little to stop the floodwater as it spread over their yards and into their homes. Studies show that as global temperatures rise, more people will be at risk from such destructive flooding – including in areas far from the coasts that rarely faced extreme flooding in the past. In many of these communities, the people at greatest risk of harm from flash flooding are low-wage workers, older adults and other vulnerable residents who live in low-lying areas and who have few resources to protect their properties and themselves. It’s easy to feel pessimistic when scientists around the world are warning that climate change has advanced so far, it’s now inevitable that societies will either transform themselves or be transformed. But as two of the authors of a recent international climate report, we also see reason for optimism. The latest reports from the Intergovernmental Panel on Climate Change, including the synthesis report released March 20, 2023, discuss changes ahead, but they also describe how existing solutions can reduce greenhouse gas emissions and help people adjust to impacts of climate change that can’t be avoided. The problem is that these solutions aren’t being deployed fast enough. In addition to pushback from industries, people’s fear of change has helped maintain the status quo.
