ROME - “We need a new centrality of the mountain” to build “a different relationship between city and mountain, where the latter is not just the supplier of resources”.This is especially useful at the institutional level, so that they concretely recognize the value of the ecosystem services that the mountains provide. Giampiero Lupatelli, territorial economist and member of the Scientific Committee of the CAI National Congress, says this from the stage of event number 101 of the Italian Alpine Club.
“The mountain has acquired new attention in recent times, a turning point for forces and a conference manifesto Camaldoli of 2029", says Lupatelli, "a geographical but also economic and social centrality of the mountain" which can be developed "by linking it to the climate crisis that threatens it, and recognizing it as an essential component of the territorial question, which runs through the public policies of the last century".
In all of this, “in climate change the mountain requires first of all a change in the cultural approach”, says Lupatelli, “but we still don't have the words to build this world, the words of the climate crisis and the response to the climate crisis”.
In any case, “it has emerged in recent themes the theme of green communities, to bring to internal areas a third leg of sustainable development, attention to sustainability policies", so we should “continue with the strategies we put in place, because the mountains deserve a constant, stable policy”.
CIABUTTER (FDI):“FAVORABLE MOMENT, VERY SENSITIVE GOVERNMENT“
“From the point of view of the legislature it is an unprecedented moment, we have 4 years ahead of us with a government that is very sensitive to these territories, very sensitive to the survival of the mountain with man inside, not excluding him".Monica Ciaburro, deputy of Fratelli d'Italia, responsible for the Mountain department, says this in a video message to the 101st National Congress of the CAI, the Italian Alpine Club.
“It is realistic to get the approval of a bill on the mountain, recently approved by the Council of Ministers", assesses Ciaburro, "there is no shortage of resources at the moment, but without a strategy, without imagining initiatives that outline an organic development framework in a choral and synergistic way, they would be of no use, they alone are not enough".
“I live the reality of these territories, I am mayor of a small mountain town (Argentera, province of Cuneo, ed.)”, continues the deputy, quoting “the dynamics that result from depopulation” and “the catastrophes and tragedies that we could sometimes avoid” linked to hydrogeological stability. Therefore, an intervention is needed "for many issues such as health, school services, but "the mountain does not need assistance as an end in itself but rather vision and strategy, so that the territory can be re-evaluated and appreciated" and it is "important that the strategy is true and goes where it is needed,” says Ciaburro.
So now "together we can contribute to the definition of a new framework law, we need to intervene on that to bring further improvements, and in this you at CAI will be strategic", says the FdI deputy, "that of the decree will be an important phase and your contribution will be decisive so that they can be traced back to a true development and recovery of the high lands".In any case, Ciaburro concludes, in the government there is "a high level of attention from the government and all the ministers", engaged in an effort for legislative work that has "an impact on development over a long period of time".
