Steps

Cut the bottom seam of the plastic bag.

Get as much of the bag done as possible. Spread it out.

Fold the bag not quite halfway across the width (with the crease perpendicular to the seam you cut). Let one of the edges stick out about 2.5 cm.Fold the part you've already folded in half, repeating until the folded part is about 1cm wide.

Take the unfolded part of the bag and shake gently. The folded part will roll into a fringe.

Open the folded part of the bag and lay it flat. It helps to slide a piece of cardstock or cardboard tube under the unwrinkled part, so you don't accidentally cut the fringe part.

Make a cut from the center (widthwise) from the unfolded side to the nearest cut, diagonally.

Continue cutting across the unfolded portion, diagonally, joining the different cuts.

The last cut will be similar to the first, it will end in the center, in width, of the open part. You just turned the plastic bag into a thin plastic ribbon.
