In the popular imagination, the Caribbean is paradise, an exotic place to escape to. But behind the images of balmy beaches and lush hotel grounds lies a crisis, the likes of which its residents have never experienced. Caribbean islands are in a water crisis, and their governments have warned that water scarcity may become the new norm. Within the past five years, every island in the region has experienced some sort of water scarcity. For example, Trinidad is experiencing its worst drought in recent memory, and residents are under water restrictions through at least the end of June 2024, with fines for anyone who violates the rules. Dominica, considered the nature island of the Caribbean for its mountain rain forests, is seeing a significant decrease in freshwater resources and increasingly frequent water shortages. A lot can go wrong in a large urban water system. Pumps malfunction. Valves break. Pipes leak. Even when the system is functioning properly, water can sit in pipes for long periods of time. Water shortages are also a growing problem in a warming world, as communities across the Southwestern U.S. and in many developing nations are discovering. That’s why cities have started experimenting with small-scale alternatives – including wastewater recycling and localized water treatment strategies known as decentralized or distributed systems. I study large- and small-scale water systems, focusing on innovative system designs that allow local use of water sources that might otherwise go to waste. As technology improves, cities are discovering something that rural communities have long known: Small-scale water treatment, properly engineered, can be cheaper and easier to maintain than a centralized system, and it can improve water security and even the environment. Water is a central element of the war between Israel and Hamas in the Gaza Strip. Israel controls several water pipelines entering Gaza, much as it controls most of life there. But water can also be a source of hope for an alternative future. The Middle East is an arid region that is highly vulnerable to the effects of climate change. There is an essential need for solutions that offer equitable access to water and sanitation, and that protect Israel and the Palestinian territories’ shared water resources. We study approaches to managing water and other environmental resources and conduct work at the Arava Institute for Environmental Studies, a nonprofit teaching and research center in the south of Israel. Coastal urban centers around the world are urgently looking for new, sustainable water sources as their local supplies become less reliable. In the U.S., the issue is especially pressing in California, which is coping with a record-setting, multidecadal drought. California Gov. Gavin Newsom recently released a US$8 billion plan for coping with a shrinking water supply. Along with water conservation, storage and recycling, it includes desalination of more seawater. Ocean desalination, which turns salt water into fresh, clean water, has an intuitive appeal as a water supply strategy for coastal cities. The raw supply of salt water is virtually unlimited and reliable. Ocean desalination is already a major water source in Israel and the United Arab Emirates. The U.S. Supreme Court will test how flexible the EPA and states can be in regulating water pollution under the Clean Water Act when it hears oral argument in City and County of San Francisco v. Environmental Protection Agency on Oct. 16, 2024. This case asks the court to decide whether federal regulators can issue permits that are effectively broad orders not to violate water quality standards, or instead may only specify the concentrations of individual pollutants that permit holders can release into water bodies. My research focuses on water issues, including the Clean Water Act. This case involves both federal and state authority to issuing permits, and it will be interesting to see where the court focuses. While justices have been willing to limit the EPA’s authority under the act, they traditionally have allowed states broad authority to protect water quality.
