Small-scale solar power, also known as rooftop or distributed solar, has grown considerably in the U.S. over the past decade. It provides electricity without emitting air pollutants or climate-warming greenhouse gases, and it meets local energy demand without requiring costly investments in transmission and distribution systems. However, its expansion is making it harder for electric utilities and power grid managers to design fair and efficient retail electricity rates – the prices that households pay. Under traditional electricity pricing, customers pay one charge per kilowatt-hour of electricity consumption that covers both the energy they use and the fixed costs of maintaining the grid. Russia’s war on Ukraine has cast a shadow over this week’s meetings of world leaders at the G-20 summit in Bali and the United Nations climate change conference in Egypt. The war has dramatically disrupted energy markets the world over, leaving many countries vulnerable to price spikes amid supply shortages. Europe, worried about keeping the heat on through winter, is outbidding poor countries for natural gas, even paying premiums to reroute tanker ships after Russia cut off most of its usual natural gas supply. Some countries are restarting coal-fired power plants. Others are looking for ways to expand fossil fuel production, including new projects in Africa. Americans want their electricity to be cheap, clean and reliable, but that trifecta is becoming more elusive, thanks to climate change. According to a 2021 report by the nonprofit research organization Climate Central, more than 80% of reported major outages across the U.S. from 2000 through 2021 were caused by weather extremes, such as heat waves, wildfires and tropical storms. We are an economist and an electrical engineer investigating how increased use of two-way smart meter technology can be used to reduce greenhouse gas emissions from the electricity sector and help the economy withstand climate-driven weather extremes. Russia’s effort to conscript 300,000 reservists to counter Ukraine’s military advances in Kharkiv has drawn a lot of attention from military and political analysts. But there’s also a potential energy angle. Energy conflicts between Russia and Europe are escalating and likely could worsen as winter approaches. One might assume that energy workers, who provide fuel and export revenue that Russia desperately needs, are too valuable to the war effort to be conscripted. So far, banking and information technology workers have received an official nod to stay in their jobs. The situation for oil and gas workers is murkier, including swirling bits of Russian media disinformation about whether the sector will or won’t be targeted for mobilization.
