According to Legambiente “we are completely unprepared for the catastrophic events that climate change risks making more frequent and intense" but tonight's event "is not yet an 'extreme' event" because "precipitation reached 90 mm in some areas of Canturino, but around 70 mm fell in the rest of the Brianza area of ​​Como, while it was between 40 and 60 mm in the Brianza Monza area and in Northern Milan".

For the environmentalist association "the fault lies in the too much concrete that has covered the area, narrowing the riverbeds of the stream and its tributaries, preventing the infiltration of water into the ground and accelerating the travel of flood waves towards the Milanese capital".In fact, "upon arrival in Milan, the stream flows into a long underground pipe, which can carry no more than 35 m3/sec".But "events like today's are characterized by flow rates of up to 150 m3/sec:it means that if the lamination tank of the North Park in Bresso, with its storage capacity of 250,000 m3, had already been in operation, it would have filled in less than an hour".

According to Lorenzo Baio, vice president of Legambiente Lombardia, “engineering works are therefore not enough:if the attack on the territory and waterways is not reversed, even the largest tanks among those planned are destined to become obsolete within a few decades".

LEAGUE ON THE BARRICADES:TANK TO BE TESTED IN SUMMER

The League rises to the barricades in Milan over the timing of the commissioning of the Seveso lamination tank in Bresso.Already in the morning, with water flowing copiously through the streets, the provincial secretary and municipal councilor of the League Samuele Piscina branded it as "truly incredible that the rolling tank on the border with Bresso is not yet in operation".Piscina will propose to the next city council the establishment of a fund to compensate residents for damages.
But in the meantime the Northern League member insists on the time needed to put the tank into operation.Last July 24, during an inspection with the council commission "it seemed, from what was reported by the technicians, that the testing was imminent and within a few weeks" the tank "could be operational.It is clear that these municipal delays certainly contributed to the flooding of the Seveso this morning.We all remember very well when Granelli and Maran protested in the chamber at the time of mayor Moratti after the Seveso flood.After almost 13 years of the left in the city government, nothing has changed."

Taxi drivers also entered into the controversy against the councilors now in government of the city and at the time in opposition, with the vice-president of Taxiblu Emilio Boccalini complaining about the underestimation of the Seveso problem "as some current city councilors also know who accused of inaction on the problem the previous councils, except then themselves, in office for about ten years, ignore the problem and give priority to the cycle paths in the center", because "in this city the priority seems to be more that of creating a garden city for the 'cool guys' of the center who love traveling by bike rather than facilitating traffic and commuters".

The intervention of the Undersecretary of State was also forceful Alessandro Morelli, always from the League.“It is clear that the management of the most important Italian administration is a sieve on various fronts, security, international commitments and Seveso are just the tip of the iceberg.The umpteenth flooding of the Seveso is an unacceptable event given that we have been talking about the lamination tanks for 15 years.The administration has shown that it has other priorities between bans and cycle paths but, if necessary, we are ready to support any activity linked to the solution of the Seveso problem with new simplification rules", concludes Morelli.

THE TESTS OF THE BRESSO TANK

Testing is underway and some functional tests of the tank will be carried out on Friday 3 November.In particular, in the first days of November ground water will be used to fill the tank a few centimeters and test the electromechanical equipment (lifting pumps, valves and pipes). A u. is scheduled to take place in the second half of Novembera further functional test that will affect the entire work and the entire cycle of activity, with the filling of the tank through the introduction of the waters of the Seveso and the reintroduction into the stream and subsequently the activation and entry into operation of the tank.

Meanwhile, the administration specifies that after this morning's flooding - which ended around 12 - 79 local police patrols were deployed to regulate traffic.Temporary flooding was found in the Negrotto, Feltre and Rubattino underpasses, and on the public transport lines that ATM had to divert:The complete restoration of the M3 yellow line where some flooding occurred is at 4pm.There were around 160 reports in nursery schools, nursery schools, primary schools and lower secondary schools.It mainly involved flooding, infiltrations and service interruptions in heating systems.About thirty trees fell.
